Performance Based Financing: Asian Health Leaders Summit 2013

HMA pictureRenowned as “Asia’s Premier Learning Conference and Expo for Healthcare Managers,” Hospital Management Asia hosted its 12th annual convention in Bangkok from September 11th– 13th, 2013. The conference’s mission is to help healthcare managers improve and succeed through plenary sessions, roundtable discussions, workshops and more. The International Hospital Federation participated in the convention and organized the Asian Health Leaders Summit. The eight tracks of the Hospital Management Asia Program for 2013 included:

  1. General Administration
  2. Departmental Operations Efficiency
  3. Managing Patient Safety
  4. Quality Management and Customer Service
  5. Essential Skills for Healthcare managers
  6. Marketing, Sales and PR for Hospitals
  7. Management Talent for Healthcare managers
  8. Clinical Practice Improvement

The Asian Health Leaders Summit, organized by the International Hospital Federation,  featured a roundtable discussion with a focus on Performance Based Financing and was attended by 51 delegates. Chaired by Dr. Eric de Roodenbeke, CEO of the International Hospital Federation, the discussion featured panelists including Dr. Deacons Yeung, Chief Manager (Financial Development & Planning at Hospital Authority in Hong Kong, Dr. Bu C. Castro, President of the Philippine Hospital Association, Mr. Gerard La Forgia, Lead Health Specialist at the World Bank, and Mr. Chanetwallop Khumthong, Assistant Professor in the Faculty of Economics at Chulalongkorn University.

The panel discussion covered topics including the major challenges of Performance Based Financing in hospitals and keys for successful implementation, trends in the region (Hong Kong and Philippines), and trends in Thailand. The discussion was based around numerous questions, including: Who is better off with Performance Based Financing: Public or private sector? Is Performance Based Financing just a fad or a real revolution in payment systems? What are the key limitations to the extension of Performance Based Financing?

In a time where healthcare financing is a major challenge for many healthcare systems, the International Hospital Federation brings to focus an important aspect and option, Performance Based Financing.
